Clearer eligibility and evidence dates

Employer announcements no longer count as confirmed personal eligibility or guaranteed cash.
Amounts capped, estimated, per-family or requiring family contributions are excluded from per-child cash subtotals.
Source dates now come from actual retrievals; rebuilding a page no longer renews them.
Records with unavailable source passages are withheld from the finder.
Claiming an account is distinguished from electing the federal contribution; donor deposits can precede claiming.
Dell deposit wording now distinguishes the administrator’s report from an individual child’s account history.
